The Egyptian Customs Authority, under the leadership of Ahmed Amowy, has issued Procedural Circular No. 7 of 2026, aimed at facilitating transit trade movement and strengthening Egypt's position as a regional logistics hub.
Key highlights of the circular:
- Foreign parties are permitted to act as both importer and exporter, with an Egyptian freight forwarder allowed to serve as an intermediary responsible for inter-port transport — provided the shipping agent's approval is obtained or their details are included in the bill of lading.
- A transit customs declaration must be opened in accordance with approved procedures, with submission of core documents including the bill of lading, commercial invoice, packing list, and dispatch request — alongside a financial guarantee covering applicable duties and taxes.
- Cargo inspection will be conducted exclusively via X-RAY scanning, with no additional procedures required, provided seals are intact and the shipment's external condition is sound.
This circular is a significant step toward positioning Egyptian ports as a preferred transit gateway in the region.
