UCR
stands for Unique Consignment Reference, officially translated as رقم القيد الموحد للشحنات (Unique Consignment Registration Number).


In simple terms, it is a unique identification number for every export shipment, issued through the Nafeza platform, that accompanies the shipment from the moment export procedures begin until it exits the Egyptian port of loading.


The core idea is both simple and profound: instead of a single shipment carrying dozens of different reference numbers across Customs, the Ports Authority, and the shipping agent, it now has one unified number that everyone recognizes — everyone speaks the same language.


The Structure of a UCR Number


The number consists of 20 digits and appears in the system in the following format:

The Egyptian Customs Authority, under directives from the Cabinet, is working within an ambitious plan to raise Egypt's total exports to USD 140 billion annually. Legacy systems cannot achieve this target.


The Import Success Story: ACI, ACID, and Their Relationship to UCR


Before UCR came the ACI (Advance Cargo Information) system for imports. It launched in 2021 and assigned every inbound shipment a unique number called ACID. The results were tangible: faster customs clearance, reduced data manipulation, and an improved ranking for Egypt in international logistics indices.


The logic was clear: if it works for imports, why not apply it to exports? You could say that UCR is the natural extension of that success, but in the direction of exports.

Why Was Implementation Delayed from October 2025 to April 2026?


The shipping chambers requested an extension of the deadline because modifying shipping agency systems requires intervention by developers from the foreign parent companies — a process that takes time and involves financial costs. Egyptian Customs granted this extension to ensure full readiness before mandatory enforcement.


Part 4: Who Can Request a UCR Number?


Only two parties can request a UCR number:

  1. The interested party is the Exporter themselves: The person or company registered in the customs system and on the Nafeza platform
  2. Their representative, the Customs Broker, acts based on an official power of attorney


No party other than the exporter or the customs broker can obtain a UCR number. Shipping companies or shipping agents cannot request the number; their role begins only after the UCR number has been issued.


Part 5: The Complete Step-by-Step Process for Obtaining UCR


Phase One: Submitting the Export Declaration on Nafeza


Step 1: Access the Platform

Step 3: Fill in the Shipment Basic Data


The required data includes:

  • Type of cargo transport (sea/air/land)
  • Final port of export
  • Destination port
  • Final customs office
  • Cargo location (warehouse/container yard)
  • Shipping agent
  • Shipment type (container/general cargo/bulk)

Step 4: Enter Invoice Data


There are two methods for entering invoice data:


Method 1 — Structured Invoice (Excel):
The Nafeza platform allows you to download a ready-made Excel template to fill in commodity data, then re-upload it so the data is registered automatically. This method is primarily used for large multi-commodity shipments to simplify and speed up data entry.

Method 2: Manual Entry:
Click "Add Invoice" and enter each commodity's data manually, including:

  • Item number with the exporter
  • Detailed item description
  • Customs tariff heading (HS Code)
  • Country of origin
  • Quantity and unit of quantity
  • Weight
  • Original invoice value and currency


Step 5: Request the UCR Number


After saving the invoice data, the "Request UCR Number" button appears in the taskbar. Clicking it triggers the number issuance mechanism.


Phase Two: The Three Scenarios When Requesting UCR


This is the part that confuses many exporters, so it will be explained in full detail.


When clicking "Request UCR Number," the exporter encounters one of three scenarios:


Scenario 1: No Prior Approval Required


When does it occur?
This rule applies when the exported goods do not require prior approval from any regulatory body, such as many ordinary industrial and commercial goods.


What happens?
A UCR number is issued immediately and instantly, with no waiting required.


Scenario 2: Prior Approval from a Body Integrated with Nafeza ⏳


When does it occur?
When the goods require approval from a regulatory body that has a direct electronic integration with the Nafeza platform (such as certain ministries integrated with the platform).


What happens?
The exporter must:

  1. Upload a copy of the commercial invoice
  2. Wait for the regulatory body's electronic approval through the system
  3. After approval, the UCR number is automatically issued


Scenario 3: Prior Approval from a Body Not Yet Integrated with Nafeza 📋


When does it occur?
When the goods require approval from a regulatory body whose integration with Nafeza is still under development (example from the system: prior approval from the Public Security Department of the Ministry of Interior).


What happens?
The exporter must:

  1. Obtain the paper approval from the regulatory body
  2. Manually upload a copy of the approval to the system
  3. Wait for review, after which the UCR number is issued


Important Note:
The system message in this case literally reads, "The operation cannot be completed without uploading and signing the following prior approvals." Do not worry, this is not a rejection but a request to complete the required documentation.


Phase Three: After UCR Issuance — Cargo Movement Procedures


For Container Shipments:

  1. Examination Report: Submit the examination document and proceed to the container pickup location
  2. Empty Container Pickup Request: Submit the request through the system portals
  3. Upon Arrival of Empty Containers: Stuff the cargo and prepare the stuffing document on Nafeza
  4. Customs Submission: Submit the customs declaration and obtain Number 46
  5. Examination and Sealing:
     
    • If external committees are requested, the committee performs an inspection at the exporter's site
  6.  
    • If no external committees: inspection and sealing within the customs zone
  7.  
  8. Deliver containers inside the shipping port


For General Cargo or Bulk Shipments:

  1. Provide transport trucks from a specialized transport contractor
  2. Trucks arrive, and cargo is loaded
  3. Prepare the truck stuffing document on the platform
  4. Submit the customs declaration and obtain Number 46
  5. Send trucks to the customs zone


Part 6: Number 46 "The Digital Gatekeeper of the Port"


Number 46
is the customs declaration registration number in the system, and it is the phase that immediately follows UCR issuance.


The strict rule: No container or cargo truck may enter the port without a valid number 46.


This "digital gatekeeper" ensures that every shipment occupying space in port yards has already passed through the electronic registration phases, reducing congestion and raising the efficiency of entry points.

A container in "Initial" status with no stuffing can be easily transferred between requests.

As of 1 April 2026, major shipping companies, including Ocean Network Express (ONE), issued official notices that providing a UCR number together with the exporter's tax ID (9 digits) is now mandatory in new booking requests.


What Changed Practically?

  1. When submitting a booking request to a shipping company, you must provide the UCR number + Tax ID
  2. The shipping company verifies the number directly through the Nafeza system
  3. Nafeza responds with one of three outcomes:
  •  ✅ Approved: Booking accepted, shipment proceeds normally
  • ⚠️ Warning: Booking accepted but with noted remarks 
  • Rejected: Booking may not be accepted, or shipment may be prevented from loading

Important consequence: Obtaining a UCR number is no longer merely an internal customs procedure — it has become a requirement demanded directly by the international carrier.

What is the difference between UCR and Number 46?
UCR is the unique consignment reference number, issued at the beginning of export procedures. Number 46 is the registration number for the customs declaration, coming at a later phase after UCR. Both are required to complete the export cycle.


Does UCR apply to air freight?
Currently, the main focus is on maritime shipping. Air ACI (for air imports) became mandatory in January 2026. The expectation is that the system will expand to cover outbound air and land freight in upcoming phases.


Does UCR relate to the e-invoice system?
Yes, and this is an important connection. For commodities registered in the e-invoicing system, the same item number registered there must be used. If the company is registered in the e-invoicing system, commodity data can be retrieved automatically.
